As many of you know, the CMP SAFER campaign just launched on July 9. It’s clear: we can’t afford to wait for the government alone to act. Local councils are underfunded and often lack the autonomy to make future-sensitive decisions that build true resilience and adaptability for their communities. Our food, water and energy infrastructures are fragile. The time for piecemeal, reactive measures is over.

Strategic Adaptation for Emergency Resilience Report – the argument
On July 9, we also released the Strategic Adaptation for Emergency Resilience report. This lays out why adaptation is a powerful catalyst for serious climate action for and by the majority, how it can help bridge across political divides, and how it can help activate concerned but still passive citizens.
We cannot be safe, but we can be SAFER. Let’s let government know we want resilience to be a national priority.
Here in the UK, we are facing our own cascading crises. In October, floods tore across Britain, drowning entire harvests just weeks before collection. Farmers lost entire fields of root crops, cereals, and fruit. Towns were inundated, and recovery is still unfinished. Now, only months later, we face the opposing threat: drought, reservoirs are running low, especially in the Southeast and East Anglia, and pressure is mounting on our water systems and food security.
Across the world, catastrophic flooding has been claiming lives, displaced families, and wiped out infrastructure. These events are not anomalies—they’re part of a pattern of intensifying climate extremes.
These impacts are not in the future. They are here now. And we are underprepared. It’s time for a National Climate Resilience Plan.
We must continue to cut emissions while also building the infrastructure, systems, and community cohesion that can withstand what’s coming. Because more is coming.

• Investment in local resilience: Direct funding for councils and communities to act now, not after the next disaster.
• Nature-based solutions: Restoring wetlands, rewilding, and green infrastructure to protect against climate extremes.
• Public education and robust infrastructure standards to ensure everyone understands the risks and how to respond.
• Empowering communities: Giving local people and organisations the resources and autonomy to lead, innovate, and protect those most at risk.
By standing together, we can drive the change our leaders have been too slow to deliver. Let’s show that Britain is ready to champion resilience, adaptability, and autonomy for all.
